There are many different programs that allow you to make html websites, most recent I've found a program for beginners called Adobe Muse. As a student you can get access to all the adobe products for 20.00 USD a month. The program itself lets you design within the program and then exports the css/html for you to upload to what ever host you'd like. For me as a designer who doesn't code as of yet, it's a great program.
